How do you load a custom object with a csv file through the API?

Not available.  You will have to import this manually through the application. Otherwise use the API.

If you need to accept CSVs (versus just individual calls like this API expects) and then have it go live, I'd look for a LaunchPoint partner who does integration- e.g. Boomi or Informatica- I'm not certain, but I bet some of them support the Custom Object API and could accept a .CSV
