How to installed pre build templates within Marketo?

I'm fairly new to Marketo, and discovered that there are pre built marketo templates for various things such as landing pages.

I went to this URL (http://templates.marketo.com/how-to-import-a-template/) that explains how to install them, but the first point mentioned to "Select marketing activities, and import program".  But I do not have an "Import program" option in the drop down list.

My question.  Is there a reason for this, do I need to subscribe to something (Or my company)?

Is there a way to get these templates as I think some of them could really work well.

This is likeldy due to the version of Marketo you have...email support. I use the templates form this resource all the time. THEY ROCK!

I believe it has to do with your permissions within your instance.  For example, if you are an admin, I believe it should work.  I believe that if you are a marketing user, it will not work.
