How to create ResolveRuleset activity?

Can anyone suggest me the steps to create ResolveRuleset activity in Marketo UI?

ResolveRuleset is not an activity as such. It can not be created from the UI or through SOAP API.
It is used by the underlying application routines when campaigns are executed.
