How to add conditional logic to forms?

I would like the field country with a drop down to appear only if people select 'Europe' under region. Is this possible to do?

That article seems pretty straightforward and should work, however, my Region field, which has multiple options like your Country field in the example, simply does not appear in the drop down with all the form fields. The Region field is definitely there and it's all saved and even live on the website, so I don't understand why it does not come up when I select the visibility rules for Country (my 'State' field from your example). Do you have any idea?

Yes,
In your region pick list you can set up the values, when selected for another field to appear on the form.
Similar when Country value US is selected, then the State picklist appears.
