How do you access Marketo email templates?

Pretty new to Marketo and am interested in exploring prebuilt Marketo templates and customizing them but I'm having trouble finding them in the interface.

Thanks, but "Import Program" doesn't show up. I'm thinking it's because I'm not an admin or a "Power User"?
