How do I see who did not get an email because of communication limits?

We set communication limits but want to report to the business units who did not receive emails because of such limits. Any ideas?

So, when you go to the results tab on the campaign, you'll be able to see which were sent the email and which weret (it says something like "skipped due to communication limits").

I haven't tried this, but you might look at using the "Was Not Sent Email" filter in conjunction with "Member of Smart Campaign" to pull those leads as a Smart List.
