How do I create a snippet that can be customized on individual pages?

I would like create a snippet containing standard content so users can add it to the page and then edit the content within it. Can someone tell me if this is possible and how to do this? Thank you!

Snippets cannot be edited once they are added to an email.  They can edit the snippet in the Design Studio and then add the snippet to the email.
