Did you make sure that your programs are all contained within the starting folder you're using when you browse the structure through the API? You need to provide a root folder in order to get back the programs that are within that folder.

You can actually use the Browse Folders call to get marketing programs in addition to folders: Browse Folders » Marketo Developers
