Is it possible for an admin to define standard exclusion list in marketo, that is automatically applied to all the emails?

I'm afraid you can't do it automatically no.
You'd have to create a static list (or smart list) and make sure that it is used to exclude those people from every single campaign you create.
Alternatively you could use the marketing suspended (or even unsubscribed) field to weed out those people? that's as close to automatic as you're going to get, but it wouldn't strictly speaking be a list.

You could use the Marketing Suspended(operational emails only) or Blacklisted(no emails) statuses and apply either of those to leads you didn't want receiving emails, but there isn't currently a way to have a smart list applied across all email sends automatically. You could define a list, but your users would need to include it in each smart campaign or program that sent email or added leads to a nurture program.

John is right, this is what the "marketing suspended" and "blacklisted" fields are for.

May be in part the marketing suspended and black list is the answer. However, we have cases when we want to apply exclusion based on source/type of the content. Also, using "Marketing Suspended" does not help if there are people in the suspended status due to multiple reasons. We need to manually toggle the flag ON/OFF.
Example, by default we want to suppress all contacts (say VP/CEO) in regular email blast. However for certain specific communication/announcement we want them to be included.
Our marketing team usually forget to add a filter in their smart list to exclude VP/CEO.
Another feature request?
Parallel to the exclusion list, we need seed lists to be included in the email blast. Small feature requests, but will help a lot.

I have created exclusion list for use in all programs. By putting them in the template program for your Marketer to use and clone from, help me to make sure that it was used in all programs.
