I know that Marketo doesn't send the same Email twice to the leads.
But, if I unapprove an Email, then modify it and approve it again, does it count as a New Email?
This email is a part of my engagement programs.

No, it should not send the same email again to the person who has previously received that email.

Unfortunately, I have removed the Email from the stream, while modifying and then put it back and then activate it.
This reset the exhausted.
So I believe they will receive the email again?
I should have just used Edit Draft, without deactivating/moving it...
I don't believe it will reset the exhausted leads. It's core at Marketo not to send same email to the same person twice.
