Does Marketo offer an Email Bounce Report?  Does Marketo offer the ability to segment those that hardbounced vs soft?

Best to build this with a Smart list...filter would be "email invalid" you could then filter Hard or soft bounced and the indevidual asset or program. There is also the system smartlist "Bounced Email Addresses" that you could use for the basis of you detailed smartlist.

Any idea how to tell if your bounce rate is high?  Whats average?

I would look at your programs in relation to each other once you get past the first few...here is a link to a good thread on this.
