I am setting up an RSVP system for conferences. In order to allow people to change their mind and alter their status from Declined to RSVPd, or vice versa, I gave those channel steps the same value of "25." (I did this because otherwise it isn't possible for people to move 'backward' in the channel, if those statuses have different values.)
What is the possible fallout from this?

Steps with the same value can be moved to and from freely, without the same restriction as the normal only-move-forward pattern that program statuses have. It's very typical to have RSVP and Declined on the same value so that they can be freely altered if an invitees plans change.
