Automatic Blog Posts notifications via email

Hi,  Is there a way to set up an email program/campaign to automatically run once a new blog post has been posted?

I want the emai wiill have a template that the link is the only piece of content that changes dynamically.  I want to bassically set up the email to reed the new blog post and send it to those who opted in to recieve this information.
