I can't find any documentation on exactly which day the 7 day comm limit starts, and we recently sent an email mid-day on a Monday that was throttled by the limit. I trust that was the case, but I need to provide a more solid answer to internal stake holders.

The 7 days always counts from the latest email sent. So if you sent an email on Wednesday, it would be a rolling 7 days from then.
However, if you then sent an email on Friday and not everyone was sent he email on the Wednesday, those that got sent the email on Friday would then have a rolling 7 day wait.
This is set up because not everyone will get sent emails at the same time. Some will be email 1, some email 2 and so on, so its always rolling from the latest email sent on a lead by lead basis.

It is cooler and more complex than that! The time period for an individual lead starts when an email is sent. Example: first email is sent Wednesday, than the 7 day period is Wednesday through Tuesday.
Calendaring campaigns can get fairly complex if you've got lots of campaigns and tight communication limits. It is something my current company struggle with, but we've largely solved! Message me if you ever want to hear more.
