Marketo Sandbox - import Segmentations

I would like the ability to import a segmentation from Production to Sandbox and vice versa.   Right now I can recreate the segmenation, but the problem is that I still can't import a program that uses the segmenation.   

It looks like it's complicated to import an entire program, but can we just import segmentations? and then import the program?

Would be great to be able to clone from production to sandbox, as our dev teams push new build into production and adhoc fixes come part of BAU, it would be great to be able to clone back to sandbox to save all this work.
