Drop Down Menu for Program Tokens

For String tokens, and SFDC Campaign tokens, and any other that might apply, Marketo should offer setting up a drop down menu with available options. If any drop down is not selected in the Program, you cannot activate smart campaigns. This solves multiple issues with Marketo:

1. Restricts values to known available choices
2. Users can no longer activate smart campaigns and have blank or not set token values
