Allow the direct import of leads without having to create a static list

Often times, we need to add new leads directly into the Lead Database.  But we are still required to create a static list to import those leads into.  It would be more convenient if we were able to import leads directly into the Lead Database without having to first create a static list.  Especially when we end up deleting that list once the leads have been imported.
