I have a huge list of people in a program I want to email, but I don't want to send to all the people. I also don't want to manually pull out names of said people from the list (too many and they need to stay).
I do have a list, however, of the said people that should not get the email. Is there a smart campaign filter that will allow me to "send to these people on the list, but not to the other people..."?
Does this make sense?

I hope I'm understanding your question right and apologies if not.
We sometimes have similar scenario's where we have members of a program and a select few leads we don't want to remove but also don't want to email.
Normally we would have the people you don't want to mail in a static list. Then in the Smart List criteria of your send email action we would use the MEMBER OF LIST filter and say
MEMBER OF LIST: Lead NOT IN - <your list>
The other way I've seen some of our users do it (and I prefer the above) is simply to use the email address field and say EMAIL ADDRESS is NOT > your emails addresses
