I set-up a trigger campaign to send emails based on the change of a formula field in SFDC.
The field is a "trial countdown" and when it reached "0" I want it to send out an email indicating the trial has ended.
It doesn't seem to be working and I am assuming it is because the formula field (while it changes) is not causing marketo to see it as a "data value change."
Is that correct?

This is correct (last time i tested it). I've had no success with formula fields from SFDC.
In the past, what I tend to do is have CRM admin to create a custom field and a workflow to update the custom field. Then in Marketo, use the new custom field in my smart campaign process to trigger the flow. Hope this helps.
