Please look at the details of the certification requirements linked on this page: Marketo MCSA Certification Requirements   These badges are expertise badges where you need to present a case study to a Marketo board showing you have successfully implemented.

Yes you need to have an MCE to attend our workshop as we expect a minimal level of experience in Marketo.  Also, the MCE is required to keep your MCSA current after you have "passed" the certification.
