URL values in smart lists that include querystrings/URL parameters

I think I know the answer to this, but just wanted to get confirmation here in community: when using triggers in smart lists for things like "clicks link on web page" or "visits landing page", if the URL includes a variety of querystrings/URL parameters, it's OK to just enter the base URL without the querystrings and the trigger will still work, correct?  For example, if the link URL is "www.company.com/download.pdf?utm_campaign=digital&utm_source=email", by entering the base URL value ("www.company.com/download.pdf"), this would still qualify the lead for running through the smart campaign.

Actually this isn't entirely true.  For example, if using a "clicks link in email" trigger, Marketo requires the full URL.  We initially included just the base URL and no lead qualified (even though many leads did indeed click).  When looking at the activity log, the URL parameter is indeed included:

So the correct answer is probably "it depends on the trigger or filter".
