If the leads have already qualified for the campaign and are in a wait step in the flow, changing the smart list of that campaign will not affect the leads already in it.
However, you can change the flow around to affect the leads that have already qualified.

If it is a batch campaign that has multiple flow steps, then leads are added to the campaign when the batch is run. Any new leads added to the Smart List after the run was started will not be in that batch.
You will need to run the campaign again. Make sure the leads are only allowed to go through the flow once so you don't send to the first batch again.
