UTF-8 is supported on things like Landing Pages and Lead Fields.
Regarding language options in Marketo UI, the choices are English, French, German, Spanish, Portugese, Japanese.
Just to elaborate a bit more on Justin's post, the post you referenced is out-of-date. Marketo supports UTF-8 characters in emails, landing pages and forms (it always has; the post was about using a token that contained UTF-8 characters in an email subject line which we now support).
