New User Didn't Click Link to Set Up Account for a Month

Hi,

 

A new user didn't click the link to set up their account for a month and now the link has expired. In the admin side I can't reset their password or edit the user. How do I resend the email with a new link for them to register? Or do I need to create an all new user?
