Marketo says I have 31 people registered for an upcoming webinar. GoToWebinar (our integration partner) says we actually have 43. What would account for this discrepancy?
Hard to tell what's happening without more information. Try refreshing the sync with the webinar provider at the program level: Refresh from Webinar Provider
I'd also go in to admin and check to make sure the integration with GTW is Active and hasn't failed for some reason.
Our integration with GTW is active, and I just refreshed the sync, to no
avail. What else could it be?

Does something need to be done on the GTW side to send the additional registrants to us?
Can you double check the remaining registrants haven't synced over with the status Registration Error? If they actually aren't syncing over to your program at all I'd reach out to GTW support and have them look in to the issue.
