It really depends on how you want to report on them - how granular you need to go. If you want to be able to break down cost per acquisition/opportunity/success/sale/other per send, or by channel, then you likely will need to be adding period cost to each individual one. But if you only need to do that at the parent program/channel level, then adding period cost to each sub-program as well as the parent program may be unnecessary.
