Hey - are you sending just emails in the stream, or using programs? Lots of potential variables here...
The timeframe shouldn't be a problem, there must be another cause.

A lot of things can explain this and the screenshot you provide is not enough to point you in direction.
- issues in sub program qualification, as proposed by Veronica?
- Issues in the validation of the content in your streams ?
- errors, suspension ot opt-out on the email address?
- Communication limits?
- Time zone differences that made the lead to enter the EP in fact after the cast ?

Comms limits may show up in the Log if the person was eligible to receive an Email at the Cast.
If Timezone rule was selected, I believe the person may skip the Cast.
