The Marketo presence at Dreamforce is in a non-official capacity, so you don't need a dreamforce badge to attend Marketo events durning the conference.
I've stopped asking for budget for dreamforce tickets, in my opinion the event is too big, too focused on Pardot (from a marketing perspective), and too hard to find value at.
Yes, I did notice that the Dreamforce schedule was very Pardot-focused, which makes sense from Salesforce's perspective.
