AFAIK, the most likely reason is that the only values that will show are the ones that exist on both the lead and contact objects. Also, mind the lead process in SFDC and the values that can be accessed through it.
So you mean the Lead status field should now list the picklist values of both contact and lead object.But it actually doesnt.
By this assume you mean the issue of showing only 'Active' in picklist is not bcoz the lead status field is mapped to two different fields of object in SFDC.

Yes, the fields aren't mapped in SFDC, so Marketo treats them separately. Marketo will also only display the picklist values that it KNOWS about, so if no one has the other values actually on their record, then Marketo won't display it.
yes, the field in Marketo will only list the values that are visible to the Marketo user in the 2 mapped fields. If a value is visible to Marketo in only 1 of the 2 mapped fields, it will not show up in the Marketo drop list.
Please also remember that you can set a value in a Marketo field even if that value does not show up in the drop list. There is no such thing in Marketo as a droplist with mandatory values. All droplist fields are in fact text fields.

Confirming the below as the answers
It is fine to have the same field mapped to both your contact and lead in SFDC, as we can see the API names are different.
Picklist values common to both the Lead status field in both Contact and lead object would only list in Marketo.
