You can set the scoring campaigns to have a limit of how often they can run. Limit it to someone only running it once per day. It gets around the issue of them showing up on the best bets.

Other option, in case that this group of leads are not marketing qualified for you, is to set a smart campaign on you operational folder. In the smart list put all the domains that you have problem with. On the flow step decrease their score (or make it zero).
