From my experience deleting a user does impact reporting. I would be careful about which leads you delete and do some testing on specific report types that you are concerned about to make sure they aren't impacted. Obviously my suggestion would be to not delete old users but to possibly mark them as suspended if you don't want to communicate with them any further.

Deleting Leads will affect results.
Deleting a Marketo User should not impact reports - I'm wondering in what situation you experienced that Jeff? If your filters include a User or a SFDC User, that could affect things.
A better way to remove a Marketo User is to just give them a blank Role - they will be unable to access anything after login.

Thank you, Jeffrey and Josh! I was already setting users to blank roles. I would rather delete altogether if it won't cause any issues, but I can keep them blank.
