This has been answered before. Any Known record counts toward your subscription tier. This includes unsubscribed, invalid, etc.
Apparently empty email can count too, but those are easy to kill off.
This is the sort of thing you should confirm with your Account Manager.
My impression has long been the same as yours, Jason, and confirmed here by Josh. Note with Munchkin 2.0, there's a clear system-level siloing of
- anonymous lead records (with zero lead fields populated, no human lead having taken action to self-identify at any time, and no inbound or outbound API calls made to promote the record)
- once-named lead records (created via some kind of deliberate lead- or admin-initiated action such as form post/API call/import/UI add, with one or more fields that have been filled in at some point in time -- even if they never held valid data and have since been cleared so the lead currently has no identifying marks)
