We are having similar issues with only the Champion being sent. When looking for an answer, I found this string where Cheryl confirms there is a bug.
We're going to check in with Marketo support just to make sure the issues we are having relate to this bug. We were originally told it was because our emails were in a Webinar program, and it only works in email programs. However, we did have one work in the Webinar program, and the last test we sent in an Email program did NOT work.

Did you ever receive a response from support on this? We had the same issue with only our Champion being sent a couple of days ago and I found about the bug earlier today too.
Here's their response to my support case:
In a recent fix we deployed to resolve a related issue, the Champion/Challenger was affected so it will only send the champion when used in a batch campaign. The Champion Challenger test was actually never designed to work for batch campaigns, only trigger campaigns and engagement programs, as explained in our documentation here:
It previously happened to work for batch campaigns up until a few days ago by coincidence, but this was not part of it's original design.
For AB testing with batch campaigns:
We recommend first splitting the audience into separate lists using random sample flow choices, as described here:
and then using Member of List flow choices to send the email, as described here:
Then once the campaign is completed, you can use the Email tab of the campaign, or the Email Performance Report, to compare the open and click percentages of the different emails.

Sorry for the delay. We got a similar answer, that it is only supposed to work on Engagement Programs even thought it may have worked in other programs in the past.
Bummer! I would love this functionality, especially the dashboard, on all emails.
