I would really advise against using that many choices in a flow.
I believe you will start seeing some performance deterioration and there has to be a way to better optimize this.
If nothing else you can split it in a few campaigns and have one central 'processing campaign' with "campaign is requested" flow steps, to direct the leads to campaigns which can then run them through a more manageable number of choices.
