As long as there aren't any black rows in your .csv file, then all leads should be imported with out issue.
If you're seeing leads being missed on import, then I would recommend opening a case with support.

Yes, this can happen, depending on situations:
- Leads were merged. So your list had 100 records to mark as Attended and 20 existed, so only 80 appear in the Static list.
- Lead exists in another Partition: this will throw an error sheet back to you and tell you why it could not import.
- List Error - if you have blank rows that marketo misinterpreted as real leads, this can give you MORE leads. If you had a field error like a bad email address, Marketo will throw an error and give you a list and reason for each row.
