RCM doesn't see workspaces - instead it sees everything as one environment. We have 23 country workspaces in our instance. One of them is a GLOBAL workspace. Within that global workspace is all of our instance-wide, operational programs, workflows, campaigns, etc. - such as lead lifecycle, data management, interesting moments, lead scoring, etc. As long as you're not using specific programs in your smart lists (programs cannot be seen across workspaces), you should be fine.
