You need to connect the Marketo Program with the Webinar in Go To Webinar first. You can do this from the Summary page of the webinar program where it says Event Partner - not set. When you click on the not set link, it will open up a pop up where you can select the right webinar.
Then the Member URL will populate for any lead with a program status of "Registered". So when you set up the trigger smart campaign for the registration/confirmation email, make sure the program status change step happens before the email send step.
