When I specify in the flow of a particular campaign to wait a certain number of days before the next action, does Marketo count that as actual days or business days and is there a constraint for one or the other?
It's counting actual days rather than business days. If you want to make sure that the wait steps finish on a business day you can use the advanced wait steps setting to ensure the actions following the wait step only happen on Mon-Fri. See below:
