How are opportunities counted in RCE reports / Program Analzyers

If you're using the measure "Number of Leads Converted to Opportunity" in an RCE report, or Cost per opportunity in Program Analyzer, are opportunities counted by opportunity? Or by number of contacts associated with that opportunity?

This will be based on the number of contacts with A. Roles in the Opportunity and B. have reached success in/were acquired by that program.
