In your smart campaign, you will be listening for a form fillout in your flow you may be changing the lead's program status and adding the lead to a list.
Are you using marketo forms?
The same way you're feeding the leads into your old email marketing platform, feed those leads into Marketo.
Per the feed (form fill out, web service api, etc.), create a smart campaign to listen for that and then a flow action to add to list.
If you have a development team, you can use our APIs to accomplish the creation of a lead and the adding of that lead to list. I'd recommend REST API (developers.marketo.com)
