did you check the lead that did not work - review the activity log.
Can you give us any other criteria on the smart list?
That what you described is exactly how Marketo works and i have seen the very same thing happening over and over again. If your lead record exists, but is in different Workspace or Partition, the Smart campaign will simply ignore it.
Ah, I missed that part. Marketo will see it as a dupe and update the record, but since the smart campaign cannot see that partition, it cannot trigger it.
