Are these from SFDC? That's usually what happens - someone uploads a list of names and it syncs over anyway somehow. There's no prohibition in Marketo against this, however, such leads won't dedupe and aren't emailable.
What you can try is to set
Delete Lead CRM=TRUE, but be real sure that's what you want. I'd verify they are in the CRM too.
