I don't believe this is possible to do just from one master account, though I'm sure it would be a well received idea on the community!
Perhaps a Marketo Employee could advise on whether this is a service that the Support team could provide? If not, the only way to achieve this is to log in to each account and change the timezone settings via their My Account sidebar option.
Adam is correct, time zone settings currently must be changed by the users themselves and cannot be set globally. This is a good candidate for the ideas section, however.
