I think for this instance you'd need to create two different email programs (one for English and one for French).
Marketo treats all emails as one entity during an A/B test, regardless of segmentation. So as Kim said, to get best results, I would create different versions for the results you care to bifurcate:
- 2 separate emails if you only care about A/B, language agnostic
- 4 separate emails if you care about A/B and English/French for each
