I've noticed this too. The first thing to check is whether or not the email has been approved. If it was not approved, or changes have been made, leaving it in a draft mode, it will disappear if you recently added it.
It also seems to take a few extra seconds for the auto-save, and in the engagement programs, the auto-save doesn't pop-up in the top right corner as it would in a smart list for example.
Thanks, Brittany. The emails are activated and I tried waiting a few minutes before moving off the page to give the auto-save longer but no luck. Still not working.
This should not be happening. You should be able to add unapproved emails to a stream, etc. I will log a support ticket for this. @Sheena and @ Brittany - can you provide me the URL to your engagement program so I can have engineering take a look?
Thanks. Is it OK for me to add some content to these active streams? Also, I'm curious as to why you put all the content into a single program rather than just having them as local assets in the engagement program directly?
One more question - what browser/version are you currently using?
I am using the newest version of Chrome.
These are converted Traffic Cop Campaigns and when I was moving them to the engagement program it seemed easiest just to clone the whole program rather than moving them one-by-one, so that is why the content is in a single program.

I have tried this with both approved, unapproved, and draft emails and I am not able to reproduce the issue. Can you detail out the exact steps you are taking, or better yet, if you have a moment, could you contact Marketo support? They can do a share screen with you to see the problem happening.
I tried adding emails to the program you were testing and it worked this morning! However, it's still not working for one of the other engagement programs so I have put in a ticket for that.
