I would recommend looking through the 'Activity Log' of the contact to get details on all the pages that person visited. Also, when you use a filter like "Visited Web Page" with a constraint on the 'Min Number of Times', it is not necessarily referring to the contact visiting UNIQUE pages, and could have visited the same page 15 times within an hour (which seems quite unlikely).
- Take a look at the 'Activity Log' tab.
- Once you're on the Activity Log tab, on the top-left of the screen is the 'Filter' option.
- In the Filter option, select 'Web'.
This will give you the real details on all the pages this person has visited, and maybe your campaign just needs to be modified then or not, depending on what you find.

We count every time the page is requested, so it maybe very true they visited one page, but if they loaded that page multiple times we would see those distict visits. So in your case the campaign may need additional criteria to weed this out. For example adding clicked link as well.
Good info guys thank you. I ran the filter and it only shows one webpage, so maybe they did visit it multiple times within one hour which is weird but I guess it can happen.
