I figured it out! Our communication settings are such that a person can only get one email per day:How Do Communication Limits Work? I went into the program for my deployment and changed it to allow me to get more than one email per day.

Hi. It is an AB test. I have unapproved the program hoping that will stop the full deployment. But I will reach out to Marketo support to just make sure that works.
