"ALL filters" in smart campaign not working, or am I missing something?

I have a smart campaign with the smart list filters:

"Lead is created" and

"Data Value Changes"

It's set to "Use ALL filters"

The flow is set to add those leads to an engagement program.

However, it's adding all new leads created into the engagement program. I submitted a support ticket and am still waiting to hear back, but in the mean time I'm wondering if anyone else has had this issue. Am I doing something wrong? Or is there a bug?

Are those both the Trigger filters? Triggers are always set to "OR," so the flow would begin if either of the conditions become true.
