Why wouldn't "in past before" be an option

Trying to set up an email campaign that will send to a contact if they have filled out a form more than 7 days prior and it will be on going.  Is there certain criteria for "in past before" to show up?

Sure, setup a batch with the correct smart list as

Filled out Form in past before 7 days

alternatively,

Not Filled Out Form in past 7 days

AND

Filled Out Form in Past X days

I have a similar program. We have a wait step built into the flow. The smart list is "filled out X form" and the first step in the flow is a Wait step. Wait > Duration = X Days. Hope this will work for you too.
