Why do old programs turn themselves off?

We have a lot of programs running with no end date but sometimes for no reason, the flow steps in the program will shut itself off. The program will still attribute and route people but the flow steps are off. 

We do not have any flow steps that would deactivate a flow step.

Programs do not contain flow steps. Smart campaigns contain flow steps.

It sounds like what you are describing is that some of the smart campaigns are being turned off. If that is the case, the system does regular automatic clean-ups of trigger campaigns that have been inactive for over 6 months.

The active trigger campaigns for which no person has qualified in the past six months will be automatically deactivated by marketo.
